Hi there, what that site has done is by placing several Member List & Characters module and customizing on Who To Display over the settings.

#1 First off, you would need to head over to the User Admin panel and make sure, these two people have joined your site. Select them over the check box and under User Tools select Make Administrator
#2 On that website you linked us, what has been done, was simply placing a HTML module and modifying the images/content in it.

If you take a look over my website http://www.titerniazk.com/ , I set up my permissions where everyone can join, however each page and certain sections/modules are only view-able by User Tags, which I have set up in my applications where after accepted, they are given that specific user tag.
I direct them to read the rules first, which on my Horizontal Menu module, says Join Us it leads to my benefits page, which leads to my rules. Players will need to read the rules first and then they will find the link to submit an application. ...
